A register record, a complete plan set and an attributed business contact are different things. Coverage needs to be understood at each stage.
Documents & text
A listed file may not be downloaded. A held PDF may have partial or incomplete readable text. File availability and text coverage are separate checks.
People & contacts
Names, roles and channels may have different evidence. An unresolved party or missing channel remains visible without becoming a claim of absence.
